According to China’s Ministry of Public Security, 300,000 cases of telecommunications fraud were registered by police in 2015. 
 
The Internet Society of China estimated that in 2015, Chinese netizens suffered a loss of 80.5 billion yuan (US$12.4bn) due to personal information leaks, spamming and fraud. The Website Safety Report of 2015 published by consultancy 360 Lab suggested that 43.9 percent of Chinese websites’ code contains security loopholes and around 5.5 billion individual pieces of information have been leaked as a result. Experts warn that the huge network of illegal mobile signal hackers operating illicit base stations in major cities are mainly to blame for the spike in telecommunications fraud, and industry regulators are now under pressure to tighten management of the problem.
