Salaries for Migrant Workers

At the end of December 2019, a regulation on guaranteeing payments to migrant workers was released by the State Council which will go into effect on May 1. The regulation states clearly the responsibilities of employers and related government organizations, and any persons or companies that skimp on migrant worker salaries without an excuse will be blacklisted and ordered to fulfill their obligations within a certain period. Those who fail to pay within the time will be fined an extra 50 to 100 percent of the delayed amount. Statistics from the Ministry of Human Resources and Social Security show that in 2019, there was a 33.1 percent year-on 
year decrease in the number of cases of migrant workers facing delayed salary payments. Experts cautioned that while similar regulations have been unveiled previously, it is more important to strengthen supervision and make the regulation a real deterrent to unscrupulous employers.
