China Expands Protection of Minors

The new revision to the Law of the Protection of Juveniles took effect on June 1, expanding the protection of minors.

The new revision to the Law of the Protection of Juveniles took effect on June 1, expanding the protection of minors.  

The latest version adds content on protection from online harm and proposes more detailed requirements on government responsibilities focusing on providing guidance on home guardians, dealing with cases related to minors’ interests and rights, and providing assistance to minors facing difficulties.  

The revision for the first time clarifies the “minor first” principle and requires government departments to set up a coordination system for child protection. The law requires local authorities to step in and provide guardianship for children in difficulties and those left behind by parents who have migrated for work.  

To curb the rising number of crimes committed by minors, China issued the Law of Preventing Crimes Committed by Minors the same day, which requires improving psychological intervention for minors and setting up an institution to combat campus bullying.
