n the invitation of General Secretary of the Communist Party of China (CPC) Central Committee and Chinese President Xi Jinping, General Secretary of the Communist Party of Vietnam Central Committee and Vietnamese President To Lam paid a state visit to China from April 14 to 17. It was To Lam's first overseas trip since he was elected President of Vietnam in early April.
During their talks in Beijing on April 15, Xi told To Lam that China will advance high-quality comprehensive strategic cooperation with Vietnam and accelerate the building of a higher-level China-Vietnam community with a shared future that carries strategic significance, the Xinhua News Agency reported. In April 2025, Xi paid a historic visit to Vietnam, Malaysia and Cambodia
"Your visit to China at the earliest opportunity after being elected president of Vietnam demonstrates the great importance you have attached to the development of China-Vietnam relations," Xi said, adding that China has always regarded Vietnam as a priority in its neighborhood diplomacy.
Xi called on both sides to strengthen cooperation in tourism, culture, media, education, health and sports, as well as emerging fields such as artificial intelligence, semiconductors and the Internet of Things. He added that China and Vietnam should work together to oppose unilateralism and protectionism, safeguard the global free trade system and keep industrial and supply chains stable and unimpeded.
To Lam responded that Vietnam will firmly regard the development of relations with China as an objective necessity, a strategic choice and a top priority, and that Vietnam will continue to support the one-China principle.Vietnam stands ready to strengthen strategic communication and high-level strategic coordination with China.
In his article published in China's Party paper the People's Daily prior to his visit, Lam called to consolidate political trust between the two countries, promote deeper cooperation on development strategy, economic corridors, supply-production chains and strategic infrastructure, and strengthen people-to-people exchanges.
On April 14, To Lam took a highspeed train to visit Xiong'an New Area in Hebei Province near Beijing to learn about China's development of new quality productive forces and industrial innovation. His last stop was in Southwest China's Guangxi Zhuang Autonomous Region which borders Vietnam and is also a crucial port and hub for China-Vietnam trade.
According to the joint statement released by China and Vietnam on April 17, the two countries agreed to continue to give full play to the special role of inter-party channels and further strengthen friendly exchanges and cooperation between the two countries' authorities and militaries.
The two sides agreed to accelerate the alignment of their development strategies, implement the cooperation plan for synergizing the Belt and Road Initiative and the "Two Corridors, One Economic Circle" framework, and work closely to build China-Vietnam cross-border economic cooperation zones in China's Guangxi Zhuang Autonomous Region and Yunnan Province and Vietnam's Quang Ninh and Lao Cai.
The two sides announced the launch of the 2026-2027 "China-Vietnam Tourism Cooperation Year" and have signed cooperation documents covering inter-party relations, public security, justice, economy, industrial development and supply chain, customs, science and technology, people's livelihood, human resources development, media and local exchanges.
