Seven EU Defense: Entities Added to: Export Control List

China has added seven EU entities to the Restricted Namelist, the first time it has included EU entities on its export control list.

China has added seven EU entities to the Restricted Namelist, the first time it has included EU entities on its export control list. 

The Ministry of Commerce (MOF- COM) announced on April 24, 2026 that export operators are prohibited from exporting dual-use items to the entities, and overseas organizations and individuals are prohibited from transferring or providing dual-use items originating from China to them. In addition, any relevant ongoing activities must be terminated immediately. 

MOFCOM emphasized that China's list is strictly targeted at a small number of EU military-related entities which have either participated in arms sales to China's Taiwan region or engaged in collusion with it. The measures are solely directed at dual-use items and do not affect normal economic and trade exchanges between China and the EU. 

In May, some EU officials said the EU would prohibit funding support for projects using investors from "high-risk countries" such as China, the first time that EU designated China as a so-called "high-risk country." MOFCOM blamed the EU for stigmatizing China and imposing unfair and discriminatory treatment on Chinese products.
