Rural industries and livelihoods will be prioritized in China's new road-map aimed at rural and agricultural modernization during the current 15th Five-Year Plan (2026-2030), according to a document released by State Council on June 2.
Centered on raising farmers' incomes, building livable and functional rural communities, and advancing urban-rural integrated development, the plan sets clear, quantifiable development targets. It prioritizes grain security, technological empowerment and industrial upgrading, aiming to achieve a staple grain output of 700 billion kilograms, lift the contribution rate of agricultural technology to agricultural development to 67 percent, and raise the added value of agricultural-related industries to 25.8 trillion yuan (US$3.8 trillion) by 2030.
The plan defines seven key development tasks, covering increasing agricultural production capacity, upgrading agricultural products, encouraging intelligent technology application including AI, cultivating characteristic rural industries, promoting rural green transformation and improving comprehensive rural infrastructure.
China launched the rural revitalization strategy in 2017 and has elevated it to a core national strategy for advancing all-around modernization. Based on the country's strategic layout, China aims to achieve decisive progress in rural revitalization and basically realize agricultural and rural modernization by 2035, and deliver comprehensive rural revitalization by 2050.
