China encourages the legal acquisition of cultural relics by private collectors, according to the 13th Five-Year Plan (2016-2020) for Development of China’s Cultural Heritage released by the State Administration of Cultural Heritage (SACH).
While pledging redoubled efforts to preserve cultural relics and guarantee the safety of China’s heritage, the plan lays out some more specific ambitions, like encouraging the lawful private collection of cultural relics.
Specifically, the Plan states that research should be conducted on the current situation of private collections, and encouraging policies should be introduced.
The SACH will also issue Measures for the Administration of Cultural Relics Auction and Measures for the Administration of Cultural Relics Market, serving as a guide for private collections.
The State will strengthen supervision of the cultural relics market and the sales of relics online, by, for instance, establishing a public disclosure system for credit information of groups or individuals engaged in relics-related business activities and a blacklist of groups that breach the law.
