The stability of China’s employment rests on the inclusiveness of three major city clusters - the Pearl River Delta, Beijing-Tianjin-Hebei and Yangtze River Delta, according to a report from the China Development Research Foundation. 
 
According to the report, city clusters are important for high-quality growth, especially as China's economy faces downward pressure and international uncertainties. 
 
The above city clusters are crucial to stabilizing the employment market because of their inclusiveness, the report read, adding the key to further promote these city clusters is to engage in integration.  
 
The future for Beijing-Tianjin-Hebei integration hinges on two factors: whether the Xiong’an New Area, an emerging area in Hebei Province, can leverage even regional development and developing cooperation with cities on the Shandong Peninsula and the southern industrial zone in Liaoning Province. 
  
The Pearl River Delta will further integrate once this city cluster deepens cooperation and coordination with the South China Greater Bay Area. 
 
Transportation and the concentration of economies in the Yangtze River Delta should be improved to create an active environment for technology, capital, industry and people.
