Official statistics showed that about 10 billion metric tons of solid waste are produced annually in China, which already has a stockpile of 60-70 billion tons. In December 2018, the State Council released an ambitious “zero-waste city” pilot plan in 11 cities, aiming to minimize solid waste generation and maximize recycling in urban areas. Authorities estimate that by 2030, the output value of solid waste classifying and recycling will reach 7-8 trillion yuan (US$984b-1.12t) and provide 40-50 million jobs. The cost of recycling some kinds of waste could be higher than landfills or incineration, so consistent support from governments at all levels is necessary to ensure safety in the waste utilization industry.
