A growing number of Chinese cities are counting on young people, with approximately 91.85 million aged between 25 and 29, or 6.5 percent of the entire population, to form the source of new productivity and shape the future of urbanity. An intergovernmental circular on the long-term development of youths, involving 17 authorities, including the Ministry of Education, National Development and Reform Commission and the Ministry of Finance, was issued to address young people’s primary concerns such as employment, housing and the business environment for startups. Over 90 cities are endeavoring to create more job opportunities for youths. As the country’s youngest mega city, Shenzhen in South China’s Guangdong Province has blazed a trail to provide affordable accommodation and business incubators for newcomers. Local governments’ youth human resource strategies, however, are still challenged by global instability, the pandemic and the diploma-centered mindset of talent evaluation.
